ELECTION ADVERTISING PERIOD

A reminder that the Election Advertising Period for third party advertisers (TPA) began on May 1, 2021. Third parties who engage or intend to engage in election advertising must register with Elections Calgary. Information on who qualifies as a TPA, how and when to register, advertising requirements and financial considerations is available online.

LIST OF ELECTORS ("VOTERS LIST")

Elections Calgary has received communications from the public expressing concern about the use and protection of their personal information contained on a voters list.

Municipal elections are governed by provincial legislation - the Local Authorities Election Act (the Act). The Act empowers the council of a municipality, if it so desires, to direct the preparation of a list of electors who are entitled to vote in an election (per section 50(1) of the Act.

As of today’s date, the Election Bylaw (35M2018) does not authorize the use of a voters list and Council has not directed the Returning Officer to prepare one for the October 18, 2021 General Election. Additionally, the Returning Officer will not be seeking Council’s direction to prepare a voters list.

A list of electors is not required to deliver a safe, accessible and legislatively compliant election. As per the Act, voters will present acceptable ID and sign Form 13 (the "Elector Register") when they vote, when they vote, stating that the voter is eligible to vote, has not voted previously and is not otherwise prohibited from voting.

All binding General Elections have been conducted using this system and no voters list has been used in a previous General Election in Calgary.

Elections Calgary will be presenting a report with amendments to the Election Bylaw this summer, on the following items:

Form of ballot

Tabulator errors process

Void ballots

Third party advertiser – return of contributions

General housekeeping (e.g., Update references to Calgary Roman Catholic Separate School Division, references to Alberta Senate Election Act, Referendum Act, question for a vote of the electors).

QUESTIONS AND ANSWERS

Q: Will incumbents be indicated on the ballot?

A: No.

Q: What is the order of the names on the ballot? Will it be randomized?

A: In previous elections, candidate names were displayed in a randomized order on the ballot.

For the 2021 General Election, Elections Calgary will be using tabulators to scan ballots. Candidate names on all ballots will be in the same order so they can be scanned properly. This also allows us to use the voter assist machines during the Advance Vote for people with disabilities.

Municipal Affairs (Government of Alberta) Form 9 outlines the ballot requirements as: The names of the candidates on each ballot must be arranged alphabetically in order of surnames and, if 2 or more candidates have the same surname, the names of those candidates must be arranged alphabetically in order of their given names.
